Dirty Secrets of Jefferson County Part 1

In this posting on the Southeast Texas Political Review, Philip R. Klein posted budget information taken from the 2009-2010 Jefferson County Budget. A spot check suggests that the figures are accurate. Klein's opinions about what these numbers mean, however, provide excellent insight into why he's no longer in the fast food business:

Division / Year07 to 0808 to 0909 to 10Two Year $Two Year %
Marine Division (Navy)
$ 494,740.00 $ 1,567,368.00 $1,072,628.00 217%

Klein publicly admits he doesn't know what he's talking about (emphasis is mine):

Well - the Marine Division - which is the Jefferson County Navy - a part of the Jefferson County Sheriffs Department. Why this is not a part of the SO budget...well we do not know. But it is here and you the taxpayers are paying over a million dollars for boats to cruise the Neches River looking for Amada or Rashid - or someone drinking a cold beer on their boat.
Klein has compounded his stupidity by drawing conclusions that are wildly inaccurate. Companies who move cargo through the county ports pay for the Marine Division through a tariff, not Jefferson County taxpayers.

For this reason, the budget for the Marine Division is administered differently. The County submits a bill to the Sabine-Neches Navigation district, who reimburses the county. See the Intergovernmental Agreement here that outlines the terms and jurisdictions as mandated by the Texas Legislature.

The real dirty secret, other than the county fool, is that these waterways weren't patrolled prior to September 11, 2001. Afterwards, the Department of Homeland Security, the State of Texas, Jefferson County, and the Sabine-Neches Navigation District developed this plan to provide security for the county's ports.

I previously documented Klein's ignorance of this subject here, here, here, here, here, here, here and several others. Despite the prodigious and ponderous rhetoric PRK has devoted to this issue, his lack of comprehension is astounding.

Klein's idiocy is rampant in the other two items he referenced, but detailing his cock-eyed logic takes more time than I'm willing to devote to Philip's ignorance.

Readers may leave their own comments or email me with your observations.

I can envision Klein's next appearance on KBTV: a fawning Mike McNeill listening raptly as Phil blusters about a security program that costs us taxpayers zilch. (P.S. -- I won't ever make the mistake of watching that program again!)

I swore off Channel 4 a long time ago. Any "news" outlet that chooses to place their credibility on Klein needs help. And I am a Republican.

Solid post, Gus!

Not to mention the millions of dollars in Homeland Security grants that have helped run the security fleet...
